Abstract (2. Language):
Considerable amount of evidence shows that the value of
business conoern is much greater than the value of its tangib-
!e assets. «Evidence of the magnitude of investment in nonphysical
assets of a business organization is provided by the prices
companies pay for firms they acquire» (1). İt can be observed
!with frequency that a company's stock price in the market
is larger than the equity of the shareholders. This is due to
the fact that, İn the market, the buyers of stocks take İnto
consideration the totality of the resources and assets of the
firms. Thus, certain assets are excluded in the conyentional
balance sheet at the present time. These include items like
customers' goodwilİ, pâtents and land, whose value may be in
excess of book value, and lastly, the human organization.
The main reason why human organization of a firm is not
shown in the balance sheet is the accountant's preoccupation
with physically-ovvned evidence as a reguirement to treat an
item as an asset in the books. As a result, outlays on humans
in an organization are expensed in the period in which they
are incurred, even though these outlays provide future benefits
for the firm. However, lately the issue of vvhether the expendiîures made on employees should be treated as expenses of
the period in which they vvere incurred (assuming benefits to
be derived from the use of these human productive resources
will not be confined to one financiai period) is gaining signifn
cance. This is partiy due to the fact that the number of companies
whose value rests significanîly on the intangibles is
reported to be rather high. They include any firm «w!here service
and brain work are more vitaf than physica! assets..!» (2)
Such companies usually have a high ratio of stock price to
book vaiue.
•However, human capital as a concept is not new or unfamiliar.
For example, Adam. Smith, in one of his books, pointed
out that «education has to be regarded as an investment
İn human capital in just the same way as the purchase of a
new machine has to be regarded as an investment in physicai
capital» (3). Oespite this, it should be pointed out that «most
of the detailed work on the subject dates back only fifteen
years...» (4).

Son yıllarda beşeri muhasebe, akademisyenler ve uygulamacılar
tarafından gittikçe artan bir ilgi görmektedir. Bilindiği
gibi beşeri kaynaklarla ilgili işlemler, geleneksel muhasebe
uygulamasında defterlere kaydedilmemekte ve dolayısıyla
sözkonusu kaynaklar finansal tablolarda yeralmamaktadır. Bunun
sonucu olarak da optimal olmayan kararların alınması, beşerî
ögrütlerden tam olarak faydalanılamaması gibi ticari açıdan
arzu edilmeyen sonuçlar ortaya çıkmaktadır. İşte beşeri
muhasebeye olan ilgi bu olumsuz sonuçlardan kaynaklanmaktadır.
Halbuki beşeri kaynaklar bir işletmenin en önemli varlıklarıdır.
Bunun yanında muhasebecilerin, peştemaliye örneğinde
olduğu gibi, birşeye varlık olarak muamele etmeleri için o
nesnenin fiziksel olarak sahip ptduğunu gösteren bir belgenin
varlığını şart koştukları iddiası doğru değildir. Kaldı ki, işletme
işe aldığı işgörenin üretim gücüne sahiptir. 6 u nedenlerle,
beşerî değerlerin finansal tablolarda gösterilmemesi için hiçbir
neden yoktur.
Beşerî muhasebede insan kaynakları, peştemaliye yöntemi,
şimdiki değer yöntemi, elde etme maliyeti yöntemi, başlama maliyeti yöntemi, yerine koyma maliyeti yöntemi, ekonomik
değer yöntemi, fırsat maliyeti yöntemi, davranış değişkenleri
yöntemi ve maaşların kapitalize edilmesi yöntemi gibi çeşitli
yöntemlerle değerlendirilebilinmektedir. Bunların her birinin
üstün ve sakıncalı yanlan vardır.
Beşerî muhasebe,, insan kaynaklarının firmaca elde edilmesi,
geliştirilmesi, insan örgütünün muhafazası gibi hususlarda
yöneticilere yardımcı olabildiği gibi, onlara bu kaynakların
tahsisi, kullanım ve amortize edilmeleri gibi konularda da
daha akılcı yöntemleri temin eder.
Yalnız, beşerî muhasebe daha gelişme aşamasında olduğundan
çok az sayıda firma tarafından uygulanmaktadır; yani
henüz genel kabul görmemiştir. Bu belki de tercih edilecek bir
durumdur. Çünkü, uygulamaya geçmeden önce beşerî muhasebenin
teorik çerçevesinin geliştirilip mükemmelleştirilmesi daha
uygun olacaktır.
/şgörenler kendilerinin finansal tablolarda gösterilmesine
başlangıçta tiksinti duyabilirler. Onlara finansal tablolarda k i şiliklerinin
tümünün değil, sadece üretim güçlerinin değerinin
gösterildiği açıklanırsa bu tepkiler kaybolacaktır.
Beşerî muhasebenin uygulamaya konulmasından hem işverenler,
hem işgörenler, hem de devletler kârlı çıkacaklardır.
