Abstract (2. Language):
This study aimed to deal with the Congress of Moral Education, which was held in Ankara
between 23-29 April 1951 under the leadership of the National Association of Teachers’
Associations of Turkey. Moreover, study also investigated purpose, organizers, conclusions,
the topics addressed in the Congress and the reflections of the congress in the press. Historical
research method was used in the study. Data included the news and letters that were collected
from the newspapers (Cumhuriyet, Ulus, Vatan, Zafer, Akşam, Yeni Sabah, Son Posta, Vakit,
Milliyet) published between April 23 and April 29, 1951 and from the ones that were issued 30
days before and after the congress. In addition, the brochure containing the reports prepared
by the Congress Science Committee has been examined. Data analysis conducted through
descriptive analysis and document analysis techniques. According to the results of the research,
the most news topics related to the Congress were the opening of the Congress, procedural discussions, coeducation, faculty of theology and religion education, university autonomy, and
the items related to the clothes of the girls worn during the May 19 The Commemoration of
Atatürk Youth and Sports Day. It was also found that there was intense debate in the Congress
and the discussions continued after the congress was over.

Bu çalışmada DP iktidarında 23-29 Nisan 1951 tarihleri arasında Türkiye Öğretmen
Dernekleri Milli Birliği öncülüğünde Ankara’da toplanan Ahlak Terbiyesi Kongresi ele
alınmıştır. Çalışmada Ahlak Terbiyesi Kongresi’nin düzenlenme amacı, düzenleyicileri,
Kongrede ele alınan konular ve tartışmaların basına yansımaları incelenmiştir. Çalışmada
tarihsel araştırma yöntemi kullanılmış olup araştırma verileri Cumhuriyet, Ulus, Vatan, Zafer,
Akşam, Yeni Sabah, Son Posta, Vakit, Milliyet gazetelerinde Ahlak Terbiyesi Kongresi’nin
23-29 Nisan 1951 tarihleri arası ile kongrenin öncesi ve sonrasına ait 30 günlük sürelerde
Kongreye yönelik haberlerin ve yazıların taranması sonucu elde edilmiştir. Ayrıca Kongre İlim
Heyeti tarafından hazırlanan raporların yer aldığı broşür incelenmiştir. Verilerin analizinde
ise betimsel analiz ve doküman incelemesi tekniği kullanılmıştır. Araştırmada elde edilen
sonuçlara göre, basında Kongreye ilişkin en çok haber yapılan konular Kongrenin açılışı, usul
tartışmaları, karma eğitim, İlahiyat Fakültesi ve din eğitimi, üniversite özerkliği, 19 Mayıs
Bayramında kızların kıyafetlerine ilişkin maddelerdir. Ayrıca Kongrede yoğun tartışmaların
yaşandığı ve Kongre bittikten sonra da yankılarının devam ettiği tespit edilmiştir.
