Interest to Community Policing (CP) in our country (Turkey) started to appear at the beginning of the 2000s, as in the form of limited efforts to improve police and public relations. In this study, it was aimed to examine the effects of CP activities on the neighborhood and police perceptions of the citizens of Anatolian small city, Zara. We collected data from resident surveys before (416 participants) and after (454 participants) the 6 months CP implementation period in the city center with 9 districts of police responsibility to examine how successful was the Police Department to implement CP. The relationship between residents' awareness of CP and evaluations of police-public relations, self protection, fear of crime, community integration, CP effects to crime were analyzed. Findings showed that after CP implementation, police-public relations, awareness of CP and police visibility perceptions increased and perceived neighborhood problems decreased to a large extend. Managerial suggestions and further research implications are forwarded.

Ulkemizde 2000'li yılların başlarından itibaren Polis Teşkilatı tarafından Toplum Destekli Polislik (TDP) konusuna ilgi duyulmaya başlanmış olup, uygulama genel itibariyle halkla ilişkiler faaliyetleri ile sınırlı kalmıştır. Bu makale Sivas'ın Zara İlçesinde tüm boyutları ile derinlemesine yürütülen TDP uygulamalarının halkın güvenlik algılarına etkileri ile ilgili olarak yapılan analiz sonuçlarını içermektedir. Yürütülen saha çalışması kapsamında, Zara ilçe merkezi polis bölgesinde bulunan 9 mahallenin tamamında ilk uygulanan ankete katılan 416 katılımcı ile 6 aylık TDP uygulama süreci sonrasında uygulanan son ankete katılan 454 katılımcıdan elde edilen veriler polisin TDP uygulamalarının başarı oranını ölçmek amacıyla analiz edilmiştir. Sonuçta, TDP uygulaması sonrasında halkla ilişkiler, TDP uygulamalarından haberdar olma ve polisin görünürlüğü faktörlerinde artış, mahalle problemlerinde ise azalma olduğu görülmektedir. Yönetsel öneriler ve sonraki araştırmalar için tavsiyeler ileri bölümlerde tartışılacaktır.
