Compstat, a management model that was developed by the former New York City Police Commissioner William J. Bratton in 1994 and has been adopted by many police departments, is a reform movement in law enforcement toward a data-driven approach in policing. Compstat, as an information age police management model, includes Geographic Information Systems (GIS) and “crime analysis” tools, and provides solutions for the problems within police area by experience and information sharing concept. Effective implementation of the information and resources is the main goal of the Compstat management model and rather than “control and critique”, “collective intelligence and mutual assistance” is the primary theme in this type of management. This research was realized in October-December 2009 on six police departments located in Maryland-U.S.A. Findings in this research based on the observational findings gathered from the Compstat projects of three police departments and qualitative data gathered from the interviews with police officers from six police departments that implement Compstat. After the data collection process, a detailed analysis was made, general topics were listed, answers were labeled based on the listed topics and interpretation was made about the labeled findings.

New York eski emniyet müdürü William J. Bratton tarafından 1994 yılında geliştirilen ve pekçok polis teşkilatı tarafından kabul edilen Compstat yönetim modeli, polislikte bilgiye dayalı anlayışa doğru atılan bir reform hareketidir. Compstat, Coğrafi Bilgi Sistemleri (CBS) ve suç analizini de içeren, haftalık yapılan toplantılarla ilde ya da polis bölgesinde ortaya çıkan problemlerin ortak akıl, tecrübe ve bilgi paylaşımı ile çözülmeye çalışıldığı bilgi çağı polislik anlayışıdır. Eldeki bilgi ve kaynakların en verimli şekilde kullanılmasına odaklanılan Compstat anlayışında kontrol ve eleştirel yaklaşımdan daha çok ortak akılla çözüme ulaşma ve karşılıklı yardımlaşma öne çıkmaktadır. Bu çalışma, Ekim-Aralık 2009 ayları içerisinde ABD Maryland eyaletinde gerçekleştirilmiştir. Maryland Eyaleti’nde Compstat projesini uygulayan altı emniyet müdürlüğü bünyesinde, Compstat’ta aktif rol alan personelle yürütülen proje hakkında görüşmeler yapılmış ve görüşme yapılan emniyet müdürlüklerinden üçünde Compstat toplantıları yerinde gözlemlenmiştir. Elde edilen bulgular öne çıkan ortak görüşler temelinde analiz edilmiştir.
