Abstract (2. Language):
Tongue «janitors» settled and rooted in the provisions for the term in other languages are available. Dilimizdeki «müstahdem» tabirinin diğer lisanlarda da yerleşmiş ve kökleşmiş karşılıkları mevcuttur. Almancada Der Anges-tellte, Fransızcada Employe, İngilizcede ise White Collar mefhumları gerek tatbikatta, gerek sendikacılık hareketlerinde, nihayet îş Hukuku mevzuatında çoktan beri yer etmiş birer terim mahiyetindedir. Bilindiği gibi müstahdem mefhumu ve müstahdem zümre esas itibariyle kapitalist fabrika sanayiinin mahsulü bulunmaktadır. Ortaçağ zanaat hayatında ve lonca rejiminde nıüsthdem yoktur, müstahdem sınıfı veya zümresi ile ilgili problemler mevcut değildir. Bunun sebebini küçük sanayide ne idarî, ne teknik bakımdan bir iş bölümünün mevcut olmamasında, idarî, icraî, teknik ve ticarî bütün faaliyetlerin «usta»nın şahsında toplanmış bulunmasında aramak lâzımdır. Buna mukabil kapitalist fabrika bir iş bölümüne dayanmak suretiyle çalışmaya başlamış, hattâ bu iş bölümü giderek bir iş parçalanmasına kadar uzanmış, bir sanayi ünitesinde, istihsal faaliyetleriyle teknik ve iktisadî faaliyetler birbirinden, ta-mamiyle ayrılmış, sevk ve idare, alım, satım, reklâm, sürüm ve istihsal işleriyle uğraşacak ayrı kalite ve kabiliyette insanlara ihtiyaç hasıl olmuştur. Aşağıda da görüleceği gibi, teknolojinin süratle ilerlemekte olması, daha bugünden müstahdemlerin sayı ve nisbe-tinde dikkate değer artışlara meydan vermiş, işçilerin nisbî ehemmiyetinin gittikçe ve hızla azalmasına karşı, müstahdem zümre gözleri kendi üzerine çekecek bir ehemmiyet kazanmıştır.
