First Five-Year Development Plan, for the development of villages "community development" m foresaw, in the second Five-Year Plan, "Brim small community" has adopted the same method to. Since 1963, the community development in different regions of the country in the form of a program for the development of the method of experiment are carried out throughout the country. Theme of our conference, the aforementioned experiments, the applications in the light to examine the relationship between community development and national development, to investigate the location of economic and social development.
Development of a new entry into our language, lead to some misunderstandings due to the "community development" (Community development) are worth dwelling briefly on the concept, it should be noted at the outset, where the "community" statement, covering the entire nation, society (in English, society), but locally "community "Iar {Ottoman," community ", in English" Community'') in question. "community development", there are those who understand the promise of the development of society as a whole. Birinci Beş Yıllık Kalkınma Plânı, köylerimizin kalkınması için "toplum kalkınması" m öngörmüştür, ikinci Beş Yıllık Plân da, "küçük toplum brimleri" için aynı yöntemi benimsemiş bulunuyor. 1963 ten bu yana, yurdun değişik bölgelerinde toplum kalkınması yönteminin yurt çapında bir program biçiminde geliştirilmesi için deneme çalışmaları yapılmaktadır. Konferansımızın konusu, sözü edilen denemelerin, uygulamaların ışığı altında, toplum kalkınmasının ulusal kalkınma ile ilişkisini incelemek, ekonomik ve sosyal gelişmedeki yerini araştırmaktır.
Kalkınma dilimize yeni girmesi, bazı yanlış anlaşılmalara yol açması nedeniyle "toplum kalkınması" (Community development) kavramı üzerinde kısaca durmakta yarar vardır, ilkönce belirtmek gerekir ki, burada "toplum" deyimiyle, tüm ulusu kapsayan toplum (ingilizce, society) değil, yersel "topluluk" Iar {Osmanlıca, "cemaat", İngilizce "Community'') söz konusudur. "Toplum kalkınması", sözünü tüm toplumun kalkınması olarak anlayanlar vardır. Oysa burada, ana toplumu meydana getiren küçük toplumsal birimlerin şehirsel olsun, köysel olsun, yersel toplulukların kalkınması amaç edinilmiştir. Fakat bu, toplum kalkınmasının ulusal kalkınma çabalarından ayrı ve ondan kopuk bir süreç olması anlamına gelmez. Aksine, ana amaç ulusun kalkınmasıdır. İşte toplum kalkınması, toplulukların ekonomik ve sosyal kalkınmaya katkıda bulunması aracı olarak, plânlı kalkınma çabaları içinde yerini almaktadır.
