Montaj sanayii terimi bazı sanayi kollarının teknolojik özellikleri dolayısıyla kullanılır ve mamulün seri imalat esasına göre muhtelif parçala-Tin birleştirilmesi suretiyle imal edildiği sanayi kollarına işaret eder. Birleştirme işlemi (montaj)) nispeten kolay olduğu halde bazı parçaların imali çok daha ileri teknik gerektirebilir (binek otomobili montajı ve motor imali gibi). Türkiyede bir kısım sanayi kolları, özellikle otomotiv sanayii v-e dayanıklı tüketim malları sanayii ilk olarak montaj safhasında kurulmuş ve ithal parçaların birleştirilmesi sözkonusu olmuştur. Bu sanayi kollarında yerli imalat oranım yükseltmek ve bu sanayi kollarını bir düzene sokmak amacıyla 1964'de Montaj Sanayi Talimatnamesi yürürlüğe konmuştur. Gerek 1. ve 2. Kalkınma Plânlarında gerek Montaj Sanayi Talimatnamesinde (MST) vergi muaflığı, ithal parça kotaları, komple mamul için ithalat yasaklan yoluyla yerli montaj sanayi kollarının teşvik ve himayesi hedef alındığı gibi, firma sayısı ve cesametleri de asgari şartlar tespiti suretiyle kontrol altına alınmak istenmiştir. MST'nin yürürlüğe konması yerli imalat oranının süratli bir şekilde yükseltilmesi hususunda tedbirlerin alınmasına yol açmıştır. MST bu açıdan genel hatlarıyla başarılı olmuştur. Montaj sanayii 1964 yılında kurulmaya başladığına göre, bu talimatname 19G3-64'den önce çıkartılmış olsaydı muhakkak ki daha da iyi sonuçlar alınabilecekti.
