Abstract (2. Language):
Modernization of citizens to participate in political life is of great importance in politics. The expansion of political participation in Western political systems XIX. century has developed in two directions: the first direction, the rights to vote and to be elected at the end of widening and expansion of the institution of universal suffrage event. In the second way, shape political life through the organized bare stage of the process of struggles. At this stage, the political parties have emerged in the relations between the political parties began to emerge at the intersection point.

Siyasal yaşamın modernleşmesinde yurttaşların siyasete katılmaları büyük önem taşımaktadır. Batı siyasal sistemlerinde siyasal katılmanın genişlemesi XIX. yüzyıldan itibaren iki yönde gelişme göstermiştir: birinci yön, seçme ve seçilme haklarının giderek genişlemesi ve sonunda genel oy kurumunun yaygınlaşması olayıdır. İkinci yön ise, siyasal yaşamın yalın savaşımlar aşamasından örgütlü biçime geçmesi sürecidir. Bu aşamada siyasal partiler ortaya çıkmış, siyaset partiler arası ilişkilerin kesiştiği noktadan oluşmaya başlamıştır.
