I - İlmi sahadaki teorik çalışmaların, tatbikata intikal ettirilmesi, Üniversite ile sanayi arasında sıkı ve organik bir işbirliği gerektirir. Her sahada lüzumlu olan bu münasebetin, sosyal siyaset sahasındaki görünüşü bu yazının konusunu teşkil etmektedir.
Durumu tahlil edebilmek için önce Sosyal Siyaset tabiri ile kastedilen kavramı ve onun taalluk ettiği sahanın sınırlarını tes-bit etmek gerekir. Sosyal Siyaset tabirİni Türkiye'ye getiren, yayan ve geliştiren İstanbul Üniversitesi'dır ve mazisi 50 yılı aşkın bir zaman dilimini kaplamaktadır. Bu müessesede kullanılan ifadesiyle Sosyal Siyaset, bir cemiyette sınıflar veya gelir grupları arasında mücadeleye sebebiyet verecek derecede aşın iktisadi farktaşmanm önlenmesine, işçi-işveren münasebetlerinin tanzimine ve milli refahın sağlanmasına matuf sosyal ve iktisadi tedbirlerin heyeti umumiyesini ifade eder. Bugün devlet teşkilatında yer alan resmi kuruluşlar olarak Çalışma ve Sosyal Güvenlik Bakanlığı ile İş ve İşçİ Bulma Kurumu ve Sosyal Sigortalar Kurumu, Sosyal Siyasetin organlarıdır.
