The first quarter of the 21st century marks a period of developing parameters which will cause crucial changes in the years to come in the field of international relations and security. Global security environment is profoundly complicated in the midst of general chaos and instability. Following the end of the Cold War in 1989, the world has entered in a period of rapid change accelerated by globalisation. As the scope of the international power balance changes, the world is presently in a period of transformation manipulated by the US, a unique hegemonic power. This status quo is also maintained by the EU and other Western partners. The argument of this study is to disclose democracy promotion mechanism of contemporary hegemony including actors, processes, and instruments within the context of the evolution of hegemony and power relations in relation to theory as well as practice.

21. yüzyılın ilk çeyreği önümüzdeki yıllarda uluslar arası ilişkiler ve güvenlik alanında çok önemli değişimlere neden olacak parametrelerin geliştiği bir dönemi temsil etmektedir. Küresel güvenlik ortamı genel bir kaos ve istikrarsızlık içindedir. Soğuk Savaş'ın sona ermesi ile dünya küreselleşmenin getirdiği hızlı bir değişim sürecine girmiştir. Uluslar arası güç dengeleri değişirken, dünya tek hegemon güç olan ABD tarafından yönlendirilen bir dönüşüm süreci içindedir. Bu durum AB ve diğer Batılı ortakları tarafından da korunmaktadır. Bu çalışmanın amacı, hegemonik güç ilişkilerinin teorik ve pratik boyutları ile evrimi kapsamında, çağdaş hegemonyanın demokrasi geliştirme mekanizmasını aktörleri, süreçleri ve vasıtaları ile açıklamaktır.
