Domestic industries, which have an oligopolistic structure, are forced to behave more competitively once domestic markets are faced to international competition. This process will reduce the market power of domestic firms leading to lower mark-ups and higher output levels. In this paper, the import discipline hypothesis is tested by utilizing panel data econometric techniques for the dataof two-digit public and private Turkish manufacturing industries, and it is concluded that while import penetration played an important role in disciplining the market for the years 1966-2001 in two-digit public Turkish manufacturing industries, “the import as market discipline” hypothesis is not accepted in private sector.

Oligopolistik yapıdaki yerel endüstriler, uluslar arasırekabetle karşılaştığında daha rekabetçi davranmaya zorlanır. Bu süreç ise fiyat-maliyet marjlarının düşmesine ve çıktıseviyesinin artmasına neden olarak, yerel firmaların piyasa gücünü azaltacaktır. Bu makalede, iki haneli Türkiye imalat sanayi verileri ile panel veri ekonometrik teknikleri kullanılarak disipline edici ithalat hipotezi kamu ve özel sektör ayrımıile test edilmişve ithalat penetrasyonunun Türkiye imalat sanayi iki haneli kamu alt sektörlerinde 1966-2001 döneminde, piyasayıdisipline etmede önemli bir rolü olduğu sonucuna varılırken, özel sektörde bu etki reddedilirken, özel sektörde ithalatın piyasasıdisipline etme hipotezi kabul edilmemiştir.
