Hasta güvenliği kültürünün ölçülmesi ve değerlendirilmesi, örgüt içinde daha sağlıklı ve verimli sonuçların elde edilmesine yardımcı olacaktır. Buna bağlı olarak hasta (dışmüşteri) ve/veya iç müşterilerin memnun edilmesi mümkün olabilecektir. Bu çalışmada toplam kalite yönetiminin değişik araçları elde edilen sonuçlara göre kalite iyileştirmeye yönelik kullanılabilecektir. Bununla birlikte hasta güvenliği kültürünün ölçülmesine yönelik olarak, geçerli ve güvenilir bir ölçeğin ve de anket tekniğinin kullanılması, hayati önem taşımaktadır. Bu çalışmada toplam kalite yönetimi ve onun içinde örgüt kültürü ele alınıp, buna bağlı olarak hasta güvenliği kültürü kuramsal açıdan değerlendirilmektedir. Buna bağlı olarak hasta güvenliği kültürüne yönelik oluşturulmuşolan bir anket güvenilirlik ve geçerlilik bazında değerlendirilmektedir.
