Abstract (2. Language): 
Globalization and regionalization resulted in reconsideration of regional and global public goods emancipating public goods theory from national borders. n this context, regional public goods is a concept emerging as a result of reconsideration of public goods theory on a level. Unfavorable results of negative spillovers in regional and global level outstretching the borders of nation-state has required regional public goodsto be reconsidered more seriously.

Küresellesme ve bölgesellesme süreçleri, kamusal mallar teorisinin ulusal sınırlarından sıyrılıp, bölgesel ve küresel düzeyde kamusal malların yeniden ele alınmasına neden olmustur. Bu baglamda, bölgesel kamusal mallar, kamusal mallar teorisinin bölgesel ölçekte yeniden ele alınması sonucu ortaya çıkıs bir kavramdır. Negatif dıssallıkların ulus devlet sınırlarını asarak bölgesel ve küresel ölçekte olumsuz sonuçlar ortaya çıkarması da bölgesel kamusal malların daha ciddi ele alınmasını gerektirmistir.
