Does a large government size promote or depress economic growth? Many theoretical approach in this issue has been tested through empirical investigations. Yet the result of the investigations conducted to date have been diverse and contradictory. Ram (1986), Devarajan et al. (1996), Ghali (1999), Cao and Li (2001), concluded that a large government size promotes economic growth, while Landau (1983), Barro (1989, 1991), GHL (1998), Damalagas (2000) and Grimes (2003), concluded that it depresses economic growth. Following Ghali (1999), Cao and Li (2001), this study uses multivariate cointegration techniques and attempts to model the dynamic interactions between government size and economic growth the case of Turkey. According to the results from this study, government size has a positive effect on economic growth in the long-run, but it doesn’t Granger-cause economic growth.

Kamu kesimi büyüklüğü ekonomik büyümeyi olumlu mu yoksa olumsuz mu etkilemektedir? Bu konudaki bir çok teorik yaklaşım, ampirik çalışmalarla test edilmektedir. Ancak şu ana kadar yapılan çalışmalar, bu konuda tam bir mutabakatın sağlanamadığını göstermektedir. Ram (1986), Devarajan ve diğ. (1996), Ghali (1999), Cao ve Li (2001), kamu kesimi büyüklüğünün ekonomik büyümeyi olumlu yönde etkilediğini ifade ederken, Landau (1983), Barro (1989, 1991), GHL (1998), Damalagas (2000) ve Grimes (2003), kamu kesimi büyüklüğünün ekonomik büyümeyi olumsuz yönde etkilediğini ortaya koymuşlardır. Ghali (1999), Cao and Li (2001)’nin yaklaşımı doğrultusunda yapılan bu çalışmada kamu kesimi büyüklüğü ile ekonomik büyüme arasındaki dinamik etkileşimler, çoklu ko-entegrasyon tekniğinden yararlanılarak Türkiye örneği için test edilmiştir. Çalışmanın sonucuna göre, uzun dönemde kamu kesimi büyüklüğü ekonomik büyümeyi olumlu yönde etkilemektedir. Ancak, kamu kesimi büyüklüğünden ekonomik büyümeye doğru bir nedensellik ilişkisi söz konusu değildir.
