Abstract (2. Language): 
This study intended to examine H. George Frederickson, who has an important role in American public administration literature and one of the founders of the new public administration movement, his contributions and views related to public administration discipline. In this context, new public administration movement, “public administration” notion, governance and ethics topics that Frederickson has frequently published are studied. First of all, his arguments concerning new public administration movement and his views about the “public administration” and “public administrator” notions are perused and afterwards his thoughts related to “governance” and “public ethics” are emphasized.

Çalışmada Amerikan kamu yönetimi yazınında önemli bir yere sahip olan ve Yeni kamu yönetimi hareketinin kurucularından H. George Frederickson’un disipline ilişkin fikirleri ve disiplindeki yeri irdelenmektedir. Bu çerçevede, Frederickson’un sıklıkla eser verdiği Yeni kamu yönetimi hareketi, “kamu yönetimi” kavramı, yönetişim ve etik konuları temel alınmıştır. Öncelikle, Yeni kamu yönetimi hareketine ilişkin savları ile “kamu yönetimi” ve “kamu yöneticisi” kavramlarına bakış açısı incelenmektedir; daha sonra da, “yönetişim” ve “kamu etiği” kavramlarına ilişkin düşünceleri üzerinde durulmaktadır
