In the last thirty years, rising health care costs of developing countries as a matter of epidemiologic transition and demography led to advance planning of health systems coping with increasing demands. The debate about health care fi¬nancing continues in both public domain and private sector. Effective use of public subsidies and mobilizing private resources for public expenditures have a great im¬portance in these countries trying to implement market-based financial model for health care services, since budgetary deficits and pressure from international creditors. Global collaboration is also needed to solve shared public health prob¬lems. Turkey, as well as other developing countries, initiated a series of efforts to establish health care reform in the last five years.

Son otuz yılda gelişmekte olan ülkelerde epidemiolojik geçiş ve nüfus yapısındaki değişiklik nedeniyle artan sağlık harcamaları, sağlık sistemlerinin ileri derecede planlanmasına yol açmıştır. Sağlık hizmetlerinin finansmanıyla ilgili tar¬tışmalar hem kamu kesiminde hem de özel kesimde devam etmektedir. Bütçe açık¬ları ve uluslararası kreditörlerden gelen baskılar nedeniyle, kamu sübvansiyonları¬nın efektif kullanımı ve kamu harcamaları için özel kaynakların harekete geçiril¬mesi sağlık hizmetlerinde piyasaya dayalı finansal modeli uygulamaya çalışan bu ülkelerde büyük bir öneme sahiptir. Global işbirliği, ortak kamu sağlığı problemle¬rinin çözümünde zorunlu olmaktadır. Diğer kalkınmakta olan ülkelerde olduğu gibi Türkiye'de de son beş yılda sağlık hizmetleri reformunu gerçekleştirebilmek için pek çok çalışma başlatılmıştır.
