The use of canines in the gathering of evidence is a valuable tool for law enforcement to find out the crime and the criminal. Narcotics, explosives, cadaver detection, search and rescue, or patrol dogs are prevalently used by most of the police organizations in order to fight against crime. Police service dogs decrease the time and increase the success to find out the crime and the criminal. This study aims to analyze different fields of the police service dog training programmes, to specify the activities in Dog Training Center of Turkish National Police, to investigate the applications abroad and to recommend new strategies in utilization of the service dogs in a more efficient way. In different countries, there are numerous successful unions and activities about police service dog training. In Turkey, it must be mentioned that there are significant activities and accomplishments about police service dog training and designation provided by Dog Training Center of Turkish National Police. For a better and successful fight against crime in Turkey, it’s recommended that standards concerning the dog and handler training and certification should be determined, an effective and accurate education should be given to the handlers so that they might train better service dogs for the security needs of the private sector. A more scientific approach will lead the formation of standards in dog training and perform a successful way to fight against crime by increasing the efficiency.

Narkotik, patlayıcı, canlı insan, ceset arama ve asayis-devriye alanlarında yetistirilerek, adalete yardımcı olan özel egitimli köpekler, birçok gelismis ülkede yaygın olarak kullanılmaktadır. Bu çalısmada; suç ve suçluyu tespit etmede kullanılan köpeklerin egitim alanlarının incelenmesi, bu egitimi ülkemizde veren Emniyet Genel Müdürlügüne baglı Köpek Egitim Merkezinin çalısmalarının degerlendirilmesi, konuyla ilgili yurt dısında var olan uygulamaların arastırılması, eksikliklerin veya sorunların belirlenmesi ve ülkemizde köpeklerin adalete hizmette daha verimli kullanılabilmesi için öneriler gelistirilmesi amaçlanmıstır. Adli alanda köpeklerin kullanılması, suçu ya da suçluyu bulmak için harcanan zamanı azaltmakta, basarı olasılıgını yükseltmektedir. Yurt dısında konuyla ilgili resmi birimler, görev köpeklerinin egitilmesi ve kullanılması ile ilgili basarılı çalısmalar yapmaktadır. Ülkemizde de görev köpeklerinin egitilmesi ve adli alanda kullanılması ile ilgili, Köpek Egitim Merkezinin önemli çalısmaları ve basarılarının var oldugu belirtilmelidir. Ancak ülkemizde son zamanlarda gün geçtikçe açılan özel güvenlik sirket /birimleri, is veya görev köpekleri (patlayıcı, koruma, vb.) egiterek bireysel taleplere cevap vermeye çalısmaktadır. Ancak bu sirketlerdeki köpek egitiminin ve köpek idarecilerinin yeterliligi ve geçerliligi tartısılmalıdır. Zira, ülkemizde bu yeterliligi denetleyecek, geçerliligi ölçecek görev alanlarına göre bir standart bulunmamaktadır. Bu sebeple, bu köpeklerin söz konusu islerde kullanılabilirliklerine iliskin yeterliliklerinde görev alanlarına göre standartların olusturulmasına ihtiyaç oldugu açıktır. Bunun için, görev köpeklerinin kullanımı ile ilgili yapılacak arastırma ve bilimsel yayınlar; personel ve köpek egitimini ve bu konuda belirlenmesi gereken standartları yönlendirecek, köpeklerin adli alandaki verimliligini arttırarak, suçla mücadelede etkin rol oynayacaktır.
