It is not possible to prevent crimes only with traditional policing measures. Everyone has duties and responsibilities in the prevention of crime. The measures taken to prevent crimes must increase the risk for potential criminals and discourage them. In terms of prevention of crimes, it is important to thwart individuals and goods to be appropriate targets for criminals, and implement spatial, physical and environmental crime prevention strategies for this purpose. As well as some crime theories such as broken windows theory, rational choice theory, routine activities theory and situational crime prevention theory that discuss these issues, there are also some models and programs such as community policing, problem oriented policing, COMPSTAT and CPTED that were generated utilizing abovementioned theories and implemented in various countries including the USA and England. In this study, in the light of abovementioned crime theories and various programs and models implemented for the purpose of crime prevention, and also based on the authors’ own observations, experiences and evaluations, it is aimed to point out various factors inducing security related problems in the province of Bitlis and bring possible solutions to them.

Suçların sadece geleneksel polisiye tedbirlerle önlenmesi mümkün değildir. Suçun önlenmesinde herkese düşen bir görev ve sorumluluk bulunmaktadır. Suçu önlemek amacıyla alınacak olan tedbirlerin potansiyel suçlular açısından riskleri artırıcı ve cesaretlerini kırıcı olması gerekmektedir. Suçluların hedefi olan şahıs ya da malların uygun bir hedef olmaktan çıkarılması ve bu amaçla mekânsal, fiziksel ve çevresel suç önleme stratejilerinin uygulanması suçların önlenmesi açısından önem arz etmektedir. Konuyu kuramsal olarak tartışan kırık camlar teorisi, rasyonel tercih teorisi, rutin aktiviteler teorisi ve durumsal suç önleme teorisi gibi suç teorileri ile birlikte, bu teorilerden yararlanılarak geliştirilen ve başta ABD ve İngiltere olmak üzere değişik ülkelerde uygulanan toplum destekli polislik, problem odaklı polislik, COMPSTAT, CPTED gibi değişik model ve programlar bulunmaktadır. Bu çalışmada, bahse konu suç teorileri ve suç önlemeye yönelik uygulanan değişik programlar ve modeller ışığında, yazarların kendi gözlem, tecrübe ve değerlendirmelerine dayanılarak, Bitlis ilinde güvenlik sorunu oluşturan faktörlerin belirlenmesi ve bunlara yönelik çözüm önerilerinin getirilmesi amaçlanmaktadır.
