The present study discusses the approaches that should be taken into account when combatting illegal migration, human smuggling and human trafficking as well as the legal and institutional measures taken concerning the issue in Turkey in recent years. The study fırst considers some of the models and approaches explaining the reasons for international migration and the formation of the migration process. The study further deals with the interaction between the formation of regional migration policies and the international migration experiences of Turkey. While taking measures to combat illegal migration. due account must be given to the relationship and difference betvveen mere illegal migrants and refugees or asylum seekers falling under the protection of international law. The study finally provides an overvievv of the legal and institutional changes and measures in addition to the actual efforts of lavv enforcement officials in order to combat illegal migration, human smuggling and human traffficking in Turkey.

Mevcut çalışma, yasa dışı göç, insan kaçakçılığı ve insan ticareti ile mücadele ederken göz önünde bulundurulması gereken yaklaşımlar ile Türkiye'de son yıllarda bu konuda alınan yasal ve idari önlemleri inceleme konusu yapılmaktadır. Bu amaçla ilk olarak uluslararası göçün sebepleri ile yasa dışı göçün oluşumunu açıklayan model ve yaklaşımlar irdelenmektedir. Çalışmada ayrıca bölgesel göç politikalarının oluşumu ile Türkiye'nin uluslararası göç tecrübeleri arasındaki etkileşim üzerinde durulmaktadır. Yasadışı göçle mücadele alınacak önlemlerde, yasa dışı göçmenler ile uluslararası hukukun koruması altında bulunan sığınmacılar veya mülteciler arasındaki ilişki ve farklılığın göz önünde bulundurulması gerekmektedir. Çalışmada son olarak Türkiye'de yasa dışı göç, insan kaçakçılığı ve insan ticareti ile mücadele çerçevesinde, gerek yasal ve kurumsal bazda yapılan değişiklikler ve alınan önlemler, gerekse eylemsel olarak kanun uygulayıcı makamların ortaya koyduğu çabalar incelenmektedir.
