Why is that some nations gain power while others lose it in history? The question is not only of
historical interest but also important for understanding today’s world and for making guesses
about the great empires that flourished and fell in the past. In his wide-ranging analysis of global
politics over the past five centuries, Paul Kennedy, Professor of history from Yale University,
focuses on the critical relationship between economic and military power because it affects the
rise and fall of empires. Nations project their military power based on their economic resources.
However Kennedy arguing that new technologies and production systems as well as resources
increase the cost of creating military power, examines the impact of developing Technologies
and production systems on the great power, specifically on their rise and fall. In this study, the
Otoman Empire is analysed from Paul Kennedy’s perspective. With the help of budgets and
military industry numbers, the rise and fall of the empire is reviewed. The reason why the Otoman Empire fell was explained through the technological changes and differences in the
understanding of production, which is compatible with Kennedy’s arguments.

Neden tarih boyunca bazı uluslar güç kaybederken diğerleri kazanmıştır? Bu soru sadece tarihe
olan bir ilgiye cevap aramanın yanında günümüz dünyasını anlayabilmek ve geçmişte gelişip
güç kaybeden ulusları inceleyerek gelecekte de benzer durumların gerçekleşme olasılığını ortaya
koyabilmek için önemlidir. Bu noktadan hareketle çok kapsamlı bir araştırma yaparak geçmiş
500 yılı analiz eden Yale Üniversitesi tarihçisi Paul Kennedy, imparatorlukların yükseliş ve
çöküşlerinde önemli bir etkisi olan ekonomi ve askerî güç arasındaki kritik ilişkiye odaklanmıştır.
Uluslar, askeri güçlerini ekonomik kaynaklarına göre oluşturmuşlardır ancak Kennedy,
kaynaklar dışında yeni teknolojilerin ve yeni üretim sistemlerinin, kaynakları bol olan ekonomiler
için bile askeri güç oluşturma maliyetini yükselteceğini savunmuştur ve büyük güçlerin yükseliş
ve çöküşlerinde gelişen teknolojilerin ve üretim sistemlerinin etkisi üzerinde durmuştur.
Makalede; Kennedy’nin çalışmasından yola çıkılarak Osmanlı İmparatorluğu incelenmiştir.
Bütçeler ve askerî sanayi rakamları yardımıyla imparatorluğun büyük bir askerî güç olduğu
dönemden, gerileme dönemine geçişi ve çöküşü analiz edilmiştir ve kitapta detaylı bir şekilde
incelenmediği fark edilen Osmanlı’nın da, Kennedy’nin tezi ile örtüşür bir şekilde teknolojik
yenilikler ve üretim anlayışındaki değişiklikler sonucu yok olduğu ortaya konmaya çalışılmıştır.
