Yardımlaşma teşekkülleri bir memleketin içtimai olgunluğunun delilini teşkil ederler. Bunların kısa veya uzun bir maziye sahip oluşları ve bu mazinin şu veya bu derecede başarılı faaliyetlerle dolu oluşu sadece bu teşekküllerin değil, fakat onların içinde doğup geliştikleri içtimai muhitin hususiyetleri hakkında da bir fikir verebilir. Bu konferansımızda biz de en eski yardımlaşma teşekküllerimizden biri olan Kızılay Derneğini bu görüş vaziyesinden ele almaya çalışacağız.
Binaenaleyh, Kızılaycılık fikri ile ve Kızılay ile ilgili bulunan konumuzu bu maksadı temin edecek tarzda işleyebilmek için bunu evvelâ Kızılaycılık fikrinin doğuşu ve Kızılayın mazisi yönünden, ikinci olarak Kızılay müessesesinin bünyesi ve vasıfları bakımından ve üçüncü olarak da Kızılay Derneğinin ilerideki faaliyetlerinin is-tikametlendirilmesi zaviyesinden ele almamız muvafık olacaktır. Bu suretle bahis konusu yardımlaşma teşekkülünün mazisi, bugünkü durumu ve istikbali ile ilgili olarak umumî bir fikre vasıl olabilirsek, kanaatimizce bu görüş, Kızılay müessesesi ile birlikte Türk cemiyetinin de karşılıklı yardımlaşma faaliyetlerinin inkişafı bakımından sadece statik değil aynı zamanda dinamik (yani değişme sosyolojisinin metodolojisine uygun) bir görünüşünü, muayyen bir zaviyeden de olsa, aksettirebilecektir.
