Batı Almanya'da 1948 yılında yapılan para reformunu, hattâ bir çok selâhiyetlilerin ifadesiyle para operasyonunu takip eden yıllarda emek piyasası gerginleşmeğe bağlamıştır. Filhakika bir taraftan hızlı bir ekonomik büyüme, diğer taraftan sendikaların tesir ve tazyiki neticesinde iş müddetlerinin devamlı olarak kısaltılması bu gerginliğin belli başlı sebepleri arasındadır. Batı Almanya İşveren Sendikaları Konfederasyonu Başkanı Prof. Siegfried Balke'ye göre, Alman işçi sendikaları ne ekonominin konjektürel trendini, ne Alman nüfusunun potansiyel gelişmesini dikkate almaksızın, iş müddetlerinin kısaltılması hususunda inat ve İsrar etmişler, bunda da muvaffak olmuşlardır. Netice itibariyle işgücü fıkdanı zaruri olarak istihsâl hacminin genişlemesini tahdit etmiş, paranın satın alma gücünü tehlikeli bir mecraya sürüklemiş ve bu da esas itibariyle ihracata dayanan Alman ekonomisinin endişe verici bir istikamet almasına yol açmıştır.
