Budget and budget process has a various effects on the economy and people, also budget as an important tool for a fiscal policy. Gender budgeting is a relatively new approach used to ensure mainstream financial and budgetary policy and promote gender equality. Gender budgeting is mainly about the general or mainstream budget. Nevertheless, a separate presentation and high lighting of expenditure directly affecting women in comparison to men may be a tool for awareness–raising and in the longer term restructing of the budget to better reflect the needs and interests of both women and men. The aim of gender budgeting is to transform financial and budgetary, policy in accordance with gender equality objectives. Gender Budgeting is an application of gender mainstreaming in the budgetary process. It means a gender–based assessment of budgets, incorporating a gender perspective at all levels of the budgetary process and restructing revenues and expenditures in order to promote gender equality. Gender budgeting initiatives contribute to gender mainstreaming by focusing on the gender dimensions of government budgets, both revenue and the expenditure side. This paper gives a short introduction to gender budgeting in some country example and some of the key ideas and tools of gender budgeting. This paper also includes, gender budgeting application and its tools. Another aim to this paper, given an detailed analysis about measurement of gender equality and inequality problems.

Bütçe ve bütçe süreci kamusal hizmetlerin yerine getirilmesinde en önemli araçlardan biridir. Bütçe ekonomik, siyasi, hukuki ve denetim fonksiyonları ile bu görevini yerine getirmektedir. Günümüzde toplum refahının sağlanabilmesi için bütçe süreci bir takım yeniliklerle ve değisimlerle karsı karsıya kalmaktadır. Bunlar içinde en önemli olanlardan biri cinsiyet esaslı bütçeleme yaklasımıdır. Geleneksel bütçe yaklasımlarında cinsiyet konusu pek göz önüne alınmazken, cinsiyetler arasındaki esitsizlik nedeniyle dikkatler bu konudaki gelismelere odaklanmıstır. Bu süreçte, kamusal faaliyetler ana olarak kamu harcamaları ve kamu gelirleri ekseninde olustuğu için, bu iki ana baslığın cinsiyet esitliğine ve esitsizliğine ne gibi katkılar yaptığının belirlenmesi kamu politikalarının etkilerinin belirlenmesi açısından önem kazanmaktadır. Popüler ve güncel bir konu olan cinsiyet esaslı bütçe yaklasımı ile cinsiyet ve bununla ilgili konular, kamu kesimi faaliyetlerine hakim kılınmak suretiyle, kamu harcamaları, kamu gelirleri, devlet borçları, bütçe, bütçe süreci, bütçe çıktılarının değerlendirilmesi yapılmaktadır. Söz konusu bu değerlendirme cinsiyet baz alınarak yapıldığında, kamu politikalarının cinsiyet esitliği, yada esitsizliğine hizmet ettiği daha iyi anlasılabilir ve gelecekte uygulanacak politikalara daha etkili yön verilebilir.Bu çalısmanın ana amacı, giderek artan bir öneme sahip olan cinsiyet esaslı bütçe ile ilgili temel tanımlamalara, uygulama çerçevesine, ve ülke örneklerine değinmektir. Çalısma bu amacını bir adım öteye götürerek cinsiyet esitsizliklerini ölçen yöntemlere de değinmeye çalısmaktadır.
