With the change in basic defence strategy, a strategy based on small units formed by welltrained personnel equipped with good-quality systems have been on air. Challenging asymmetric, nonlinear and uncertain threats require that acquisition systems procure needed equipment within a short period in a cost-effective way by an efficient risk management. More advanced models in concordance with technologic development and user feedback may be emerged. More system ownership with less cost and lost time, and elimination of cost, schedule and performance risks will be obtained. Although evolutionary acquisition meets the needs, application presumably seems impossible. In addition to gains, critics on evolutionary acquisition are also examined in the study. Finally, for the application of the strategy in Turkey it is put forward that financial and legal arrangements should be needed and recommedations are highlighted for consideration.

Temel savunma stratejisinde yaşanan değişimle birlikte, iyi eğitilmiş ve üstün kalitede teçhizatla donatılmış personelden oluşan küçük birliklere dayanan bir stratejiye geçilmiştir. Karşılaşılan asimetrik, lineer olmayan ve beklenmedik tehdit, tedarik sisteminin de ihtiyaç duyulan teçhizatın en kısa sürede, maliyet-etkin bir şekilde ve daha az risklere katlanarak sağlanmasını gerektirmiştir. Kullanıcı geri beslemeleri ve teknolojide yaşanan değişikliklere uygun daha ileri modeller geliştirilmeye başlanmıştır. Sonuçta daha az kayıp süre ve daha düşük maliyetle, daha çok sistem sahipliği edinilmesi ve maliyet, zaman ve performans risklerinin elimine edilmesi hedeflenmiştir. Son dönemde ağırlığı artan evrimsel tedarik stratejisi, gereksinimleri karşılasa da, tam anlamıyla hayata geçirilememektedir. Bu çalışmada evrimsel tedarik stratejisi ile elde edilen kazanımlar ortaya konmakla birlikte, stratejiye yöneltilen eleştiriler de incelenmiştir. Sonuç olarak, evrimsel tedarik stratejisinin Türkiye’de hayata geçirilmesi için mali ve hukuki düzenlemeye ihtiyaç olduğu ortaya konmuş ve öneriler dikkate sunulmuştur.
