Abstract (2. Language):
The Russo-Turkish War of 1877-1878 became a turning point in terms of both
upsetting the friendly relationship between the Ottoman Empire and England and also
causing the status of the Armenians living in the Ottoman Empire to emerge as an
international problem. Gladstone, in particular, who was the leader of the Liberal Party that came to the power in 1880, abandoned the state policy of preserving the territorial integrity
of the Ottoman Empire and adopted instead the policy of founding national states on that
territory. Although the Conservative Party’s approach to the Ottoman Empire was more
moderate than that of the Liberals, Lord Salisbury, who became the head of the party in
1881, also had negative thoughts about the Ottoman Empire. Believing that the end of the
Ottoman Empire was near, Salisbury’s political attitude was especially important because
of the facts that he ran the Ministry of Foreign Affairs four times and served as the Prime
Ministry three times. Salisbury, who became the Minister of Foreign Affairs in the end the
Russo-Turkish War of 1877-1878, accompanied the Prime Minister Disraeli who was
participating in the Congress of Berlin as the representative of England. Based on the 61th
article of the Treaty of Berlin, the Conservative Government embraced the idea of reform
for the Ottoman Armenians and Salisbury became the leading follower of the Armenian
reform issue during his foreign office that would continue until 1880. Salisbury came to the
power again in 1886 following his short prime ministry between 1885 and 1886. During his
prime ministry, which would continue until 1892, he did not consider it right to get
involved in the Armenian question before providing the support of other Powers. Finding
himself in the middle of an ongoing crisis between the Ottoman Empire and England when
he came to the power for the last time in 1895, Salisbury decided this time to be a follower
of the Liberal Party’s policies.

1877-1878 Osmanlı-Rus Savaşı, gerek dostluk çerçevesinde devam eden Türkİngiliz
ilişkilerinin bozulmasında ve gerekse Osmanlı Devleti içerisinde yaşayan
Ermenilerin durumlarının uluslararası bir sorun olarak ortaya çıkmasında bir milat oldu.
1880'de İngiltere'de iktidara gelen Liberal Parti'nin lideri Gladstone, Osmanlı Devleti'nin
toprak bütünlüğünü koruma politikasını terk ederek, onun toprakları üzerinde milli
devletler kurdurma politikasını benimsedi. Muhafazakâr Parti'nin Osmanlı Devleti'ne karşı
yaklaşımı Liberallere kıyasla daha ılımlı olmakla beraber, 1881'de partinin başına geçen
Lord Salisbury de Osmanlı Devleti hakkında olumsuz düşüncelere sahipti. Osmanlı
Devleti'nin sonunun geldiğine inanan Salisbury'nin yüzyılın sonuna kadar geçen süreçte
İngiltere'de dört defa dışişleri bakanlığı, üç defa da başbakanlık yapması O'nun siyasi
tavrını çok daha önemli bir hale getiriyordu. 1877-1878 Osmanlı-Rus Savaşı'nın sona erdiği
bir zamanda dışişleri bakanı olan Salisbury, Berlin Kongresi'ne İngiltere'yi temsilen katılan
Başbakan Disraeli'ye eşlik etti. Muhafazakâr Hükümet, Berlin Antlaşması'nın 61. maddesi
ile Osmanlı Ermenileri için ıslahat fikrini benimserken, Salisbury de 1880'e kadar devam
edecek dışişleri bakanlığı sırasında Ermeni ıslahatı konusunun bir numaralı takipçisi oldu.
Salisbury, 1885-1886 yılları arasındaki kısa süren başbakanlığının ardından 1886 yılında
yeniden iktidara geldi. 1892'ye kadar devam edecek başbakanlığı sırasında Salisbury, diğer
büyük devletlerin desteğini sağlamadan Ermeni meselesine müdahil olmayı doğru bulmadı.
1895 yılında son kez iktidara geldiği zaman kendisini Osmanlı Devleti ile devam etmekte
olan bir krizin ortasında bulan Salisbury, bu kez Liberal Parti’nin politikalarının takipçisi
olmaya karar verdi.
