Assesing the Information systems (IS) function within organizations has been ideniified as one of the most critical issues of Information systems management. Despite the importance of the subject to both executive management and tnformation system professionals, not much progress has been made toward assessing the contribution of the IS function to th enterprise. One reason for this of affairs is the fact that pure IS evaluation is an illusive concept. This paper adresses the problem assessing the IS function and provides a foundation for development of specifıc measures for IS assessment. The issues involved in an IS assessment are discussed along with the need and demand for such assessment. Traditional approaches to IS assessment are presented and a comprehensive approach which considers several perspectives is recommended.

Bilgi sisteminin etkililiğinin değerlendirilmesi, bilgi sistemi yönetiminin en önemli konulardan birisidir. Bu konu hem işletme yönetimi hem de bilgi sistemleri konusunda çalışan uzmanlar için son derece önemli olmasına rağmen hak ettiği ilgiyi görememiştir. Bunun bir nedeni konunun kendisiyle yakından ilişkilidir. Yani bilgi sistemleri kavramı kendi başına yanıltıcı olabilir. Bu çalışmada iki temel konu üzerinde odaklanılmıştır. Birincisi, bilgi sistemlerinin etkililiğinin ölçülmesindeki problemler, ikincisi ise, bilgi sistemlerinin etkililiğinin ölçülmesinde kullanılabilecek bir temel ölçütün oluşturulmasıdır.
