This article explores the main social policy approaches regarding Gypsies in Europe who are called Roma. It aims to explain the conditions of Roma/Gypsy groups in today’s Europe, their political struggles and gains, and different interpretations and approaches in this area. Therefore, the viewpoints of international institutions and nongovernmental organizations, the steps taken for social policy developments, strengths and weaknesses will be evaluated. Besides, Roma/Gypsy groups will be considered within different political strategies, approaches and debates.

Bu makale, Roma terimiyle adlandırılan Avrupa Çingenelerine dair temel sosyal politika yaklaşımları üzerine bir incelemedir. Roma/Çingene gruplarının günümüz Avrupa’sındaki durumlarını, politik mücadele ve kazanımlarını, bu alandaki farklı değerlendirme ve yaklaşımları açıklamayı amaçlıyor. Bu açıdan, uluslararası kurum ve sivil toplum örgütlerinin konuya olan bakışları, sosyal politika düzeyinde attıkları adımlar, kazanımlar ve yetersizlikler değerlendirilecektir. Bunun yanı sıra Roma/Çingene grupları farklı politika stratejileri, yaklaşım ve tartışmaları içerisinde anlatılacaktır.
