There is a consensus that good governance is significant for human resource development in any Society. In this context the World Bank, IMF, UNDP, various NGOs and numerous studies conducted by them suggest that good governance primarily relies on the institutional infrastructure. This study identifies that the existing literature on good governance consists of contributions of the above mentioned organizations but it is not enriched with the description of good governance that Islam contributes to mankind. The paper attempts to compare the existing literature on good governance with relevant examples narrated in the Holy Quran for deriving and comparing the two models of good governance. It finds that according to the Quran good governance is achievable by giving more emphasis on taqwa of the leader, his personality and skills in comparison with the institutional infrastructure. The paper also tries to depict a picture of the state of governance in Bangladesh.

Her toplumda insan kaynağının gelişiminde iyi yönetişimin önemli olduğu hususunda fikir birliği vardır. Bu çerçevede, Dünya Bankası, IMF, UNDP, çeşitli sivil toplum kuruluşları ve bunlarca yapılan birçok çalışmalar iyi yönetişimin temelde kurumsal altyapıya dayandığını ortaya koymaktadır. Bu çalışma, iyi yönetişim konusunda mevcut literatürün, yukarıda belirtilen kuruluşların çalışmalarını ihtiva ettiğini, ancak İslam’ın insanlığa sağladığı katkısı olan iyi yönetişimin tarifi ile zenginleştirilmediğini belirlemektedir. Bu makale, iyi yönetişimin iki modelini karşılaştırmak ve çıkarımda bulunmak için var olan iyi yönetişim literatürü ile Mukaddes Kuran da anlatılan uygun örnekleri kıyaslamaya çalışmaktadır. Kuran’a göre iyi yönetişimin, kurumsal alt yapıya kıyasla liderin takvası, kişiliği ve yeteneğine daha çok önem vermek suretiyle başarılabileceği ifade edilmektedir. Makale Bangladeş’teki yönetişim durumunun resmini ortaya koymaya da çalışmaktadır.
