Son yıllarda, dikkatleri üzerine çeken en mühim meselelerimizden biri, muhakkak ki Türkiye'den Batı Ülkelerine vuku bulan «işgücü akımı» olmuştur.
Memleketimizde muhtelif çevreler, akımın çeşitli yönleriyle ilgilenmişler, bu arada mesele sansasyonel bakımdan ehemmiyet arz ettiğinden basın, âmme hizmetlerinin her cephesini ilgilendirdiğinden Devlet teşkilâtının bütün daire ve1 müesseseleri, nizamî yasaklara rağmen istismara elverişli bir konu olduğu için bazı türedi kimseler, Önceden tahmin edilmeyen bir döviz kaynağı vasfından dolayı Hükümetler, refaha giden bir yol olduğu ümit ve ihtimaliyle İşsiz insanlar, yahut daha mükemmel istihdam şartlarına ulaşmak gayesiyle işi gücü olan kimseler, hülâsa insanları ve müesseseleriyle bütün, Türkiye, bu yeni meseleye karşı büyük bir alâka duymuştur. Bu gün de bu alâka devam etmektedir. Şu farkla ki, müspet olanlarında duraklama olmuş, menfi olanlarında ise hemen hiç değişiklik vuku bulmamıştır. Bunun en açık delili, her çeşit gayri meşru aracılık faaliyetleri devam ettiği halde, konunun düzenlenmesinde ve problemlerin çözümünde gerekli olduğu kabul edildiği için kurulmuş olan «Bakanlıklararası Koordinasyon ve icra Komitesi»nin çalışmalarının felce uğramış olmasıdır.
