Labor supply and demand of the labor market is known as the local meeting. Whether a country's labor market as a whole, or a smaller region, industry, occupation and qualifications in units düşünülsün the desired point in these units is that the labor supply and demand into balance. İş piyasası emek arz ve talebinin buluşma mahalli olarak bilinir. İş piyasası ister bir ülkenin bütünü olarak, ister daha küçük bölge, işkolu, meslek ve vasıf birimleri halinde düşünülsün, arzu edilen husus, bu birimler içinde emek arz ve talebinin denge haline gelmesidir. Emek arzım işgücü olarak düşündüğümüzde, çalışma arzu ve iktidarında olan bu insanlara yetecek kadar iş sahası açılmasiyle emek talebi ile arz dengesi sağlanmış olur. Emek arzı İşgücüne, yani insan unsuruna, emek talebi ise yatırımlara bağlıdır. Bir ülkenin nüfusu ve dolayısiyle işgücü zaman içinde ss-, bit kalmayıp değiştiği için, yatırımların da aynı Ölçüde artması lâzımdır. Bu sebeple arz ve talep arasında statik olmayan dinamik bir dengenin kurulması gerekir. İktisat siyasetinin gayesi bu dinamik dengeyi, yani muvazeneli gelişmeyi sağlamaktır. Mal piyasalarında istihsal ile istihlâk, iş piyasalarında ise işgücü ile yatırımlar arasında dengenin sağlanması esastır. İster mal piyasasında, ister iş piyasasında arz ve talebin birbirine denk olması icap eder., İki piyasa aynı zamanda birbirine bağlıdır. Mal piyasasında istihsal-istiblâk dengesinin bozulması, iş piyasasında emek arz ve talep dengesinin bozulmasına yol açav.
