Abstract (2. Language):
As well as being most common cooperative type, housing cooperative is also a
spontaneous organization, which supply the needs of people from past to present. The
primary purpose of housing cooperative is to offer the most economical and most qualified
buildings as impact of cooperatives to individual economies as soon as possible. However, it
deviated from this purpose, and the term “cooperative victim” occurred owing to the lack of
interior and exterior audit in the cooperatives and the loophole in the legal arrangement. The
main impact on occurring cooperative victims is the fraudulent relationship between the
management of cooperative and the contractor. Corruption and impropriety is inevitable in
the cooperatives having fraudulent relationships. Corruption in money matters, which occurs
in these cooperatives, damages partners financially in the short term. Nevertheless, the
improprieties are noticed with disasters such as earthquake in the long term, because of the
lack of audit, and it causes beyond retrieve and great non-pecuniary loss. In this study, it was tried to explain corruption and impropriety in housing
cooperative by illustrating the effects of the fraudulent relationships in housing cooperatives
on the cooperative partners with the real life events.

Konut yapı kooperatifleri, en yaygın kooperatif türü olmakla birlikte geçmişten
günümüze toplumun barınma ihtiyacını karşılayan doğal bir örgütlenmedir. Öncelikli amacı,
birey ekonomilerine en kısa sürede, en ekonomik ve en kaliteli yapıları kooperatif etki olarak
sunmaktır. Ancak bu örgütlerdeki iç ve dış denetim eksikliği ile yasal düzenlemelerdeki
boşluklar yüzünden zaman içerisinde bu amaçtan sapılmış ve kooperatifzede kavramı ortaya
çıkmıştır. Kooperatifzedelerin ortaya çıkmasında en büyük etken kooperatif yönetimi ile
müteahhit firma arasındaki hileli ilişkidir. Hileli ilişkilerin bulunduğu bir kooperatifte
yolsuzluk ve usulsüzlük kaçınılmazdır. Bu kooperatiflerde gerçekleşen parasal konulardaki
yolsuzluklar kısa vadede ortaklara maddi zarar vermektedir. Ancak yapılan usulsüzlükler ise
denetim eksikliği yüzünden uzun vadede deprem gibi afetlerle fark edilmekte ve dönüşü
olmayan büyük manevi kayıplara sebep olmaktadır.
Bu çalışmada, konut yapı kooperatiflerinde yaşanan hileli ilişkilerin kooperatif
ortakları üzerindeki sonuçları yaşanmış olaylarla örneklendirilerek, konut yapı
kooperatiflerinde yolsuzluk ve usulsüzlük anlatılmaya çalışılmıştır.
