Abstract (2. Language): 
In the most general sense, efficiency can be defined as to approach to optimum. In terms of functional forms in which economic relations generally described, efficiency can be defined as the rate of the approach to optimal values. Taking into consideration of the production function, we face the development of the efficiency concept. It is possible to put the efficiency concept into classifications like allocation or economical efficiency and technical efficiency. While allocation efficiency relates the main problem of the allocation of economical resources, it is not practical to use as opposed to technical efficiency. Technical efficiency, in this classification, can supply a powerful understructure for the performance measuring. That a production function implies also its production frontier constitutes also the critical points of the stochastic frontier method. Our study investigates and argues these conceptional relations to make a comprehensive sense of the stochastic frontier method. Carrying out this investigation, the study puts a call for further empirical and theoretical studies on the issue; on the other hand, it argues the possible handicaps of the method.

Etkinlik en geniş tanımıyla ideal seviyeye yaklaşma olarak tanımlanabilir. Ekonomiyi sayısallaştırırken kullanılan fonksiyonları dikkate alarak daha ayrıntıya girdiğimizde, etkinliği artık, fonksiyon olarak temsil edilebilen faaliyetlerde gözlenen değerlerin ideal değerlere yakınlık oranı olarak tanımlamak mümkün olur. Faaliyet olarak üretim faaliyetini ele aldığımızda etkinliğin iktisat içindeki günümüze kadar olan gelişimi ile yüz yüze geliriz. Etkinliği teknik etkinlik ile ekonomik veya tahsis etkinliği ayrımında ele almak mümkündür. Tahsis etkinliği, kaynak kullanımındaki etkinlik aracılığıyla ekonomi tanımının özüne atıf yapmasına karşın uygulamaya yatkın değilken, teknik etkinlik bu ayrımda fonksiyonel hesaplamaya yakınlığıyla uygulamalarda öne çıkmaktadır. Teknik etkinlik bu pratik özellikleriyle performans ölçümlerine yönelik kullanımlara bir altyapı sağlamaktadır. Teknik etkinlik tanımında kullanılan sınır fonksiyonun aynı zamanda üretim sınırını ima etmesi, stokastik sınır yöntemi için de çıkış noktasını oluşturur. Çalışmamızda, stokastik sınır yönteminin anlaşılmasını sağlamak için bu kavramsal ilişkiler incelenerek tespit edilen önemli noktalar tartışılmaktadır. Yöntemin öne çıkan özellikleri tanıtılmakla birlikte gelecekteki uygulamaları için çağrıda bulunulmakta; bunun yanında handikap oluşturabilecek özellikleri de araştırılmaktadır
