After an interval of fifty years, Europe's reconstruction needs have emerged as a result of the end of the cold war period, the collapse of the Soviet Union and thaw of Eastern Bloc. These developments, play a key role in Europe's future also brought the emergence of strategies, various opinions and policies in the construction status in European Union. One of the important link of this policy has created initiatives developed intended for the Caucasus and Central Asia region.
In parallel, the immediate aftermath of independence states of the region in the way to be integrated into the world of unity one of the basic dynamics of foreign policy that has been watched, has been constituted the Euro-Atlantic area, close cooperation with European institutions and integration process. Efforts to participate in European integration, offered large opportunities in political, economic, social and cultural areas, have been seen as support elements in ethnic and territorial disputes, mainly to the solution of security problems for regional countries. In this way, Europe Union's politics on the continents border regions and undertaking the integration of the region countries to Europe is being communized.
In action of summary the purpose of the article, on the basis of similar examples is, for European Union is to identify the view and policies in general post-Soviet area, particulary to the Turkic Republics, the Caucasus and Central Asia region, from early '90s till todays to draw the frame of cooperation between Turkic Republics and the EU, and at last to concrete them by general outlines as the thesis.
