"Dünyaya şamil ve devamlı bir barış" m, "ancak sosyal adalet esası iıizerine kurulabileceği" ne inanan akitlerce kurulmuş olan Milletlerarası •••Çalışma Teşkİlâtı'nın belli başlı fonksiyonlarından bir tanesi de, bizzat hazırlamakta olduğu sözleşmeler dir. 1919 da Versailles Andlaşması ile, Milletler Cemiyetfnin yanısıra ve fakat bağımsız ölarak teşekkül eden Milletlerarası Çalışma Teşkilâtı bugüne kadar geçen kırksekiz yıl zarfında İ26 Sözleşme hazırlamıştır1.
Milletlerarası Çalışma Sözleşmesinin hazırlanmasındaki esas gaye <endüstrileşen dünyada ortak asgari çalışma şartlarını tesbit etmek ve bü-vtün devletlerin bu normları kabul edip uygulamasını sağlamaktır. Üye devletler şu nokta}'i bilmekledirler ki Dünya'nm neresinde olursa olsun "... Birçok şahıslar için adaletsizliği, sefaleti ve mahrumiyetleri mucip olacak çalışma şartları mevcut bulunduğu..." sürece Dünya Barışı tehlikededir. Bu noktadan hareket eden Teşkilât üyeleri, çalışma şartlarının Dünya'nm sadece bazı yerlerinde iyiye götürülmesinin dahi yetersiz ol-•duğunda birleşmişlerdir. Zira "... insani olan bir1 çalışma usulünün her hangi bir millet tarafından kabul edilmemesi, kendi memleketlerinde çalışanların durumunu iyileştirmek arzu eden başka milletlerin gayretlerine cengel teşkil" etmektedir.
