Konuşmalarıma başlarken hepinizi saygı ile selamlarım. Bana bu imkanı hazırdan iktisat ve içtimaiyat enstitüsü müdürü sayın Prof. Orha::< TUNA'ya, sayın Dr. Tııvan YAZGAN'a ve değerli mesai arkadaşlarına teşekkürü borç bilirim.
Konuşmama asıl konu olan, 440 sayılı kanunun tatbiki ile ilgili hususlara ve bu gün 440 sayılı kanunla yönetilen kuruluşların memleketimizde var oluş nedenlerine, tarihsel ve ekonomik gelişimlerine geçmeden evvel, dünyadaki benzer kamu teşebbüslerinin nasıl meydana geldiğini kısaca ifade etmek isterim.
Avı-upada İktisadî Devlet Teşekküllerinin Doğuşu :
Birinci ve ikinci dünya savaşlarının, Avrupa'da yarattığı ekonomik ve sosyal buhranların neticesinde meydana gelen, hukukî problemler bu teşekküllerin doğmasına ve genişlemesine sebep teşkil etmiştir. Devletler özel teşebbüse terkedemediği bu kuruluşların bazılarını, bir çok sebeplerden ve bilhassa savaşlar dolayısiyle ellerinde bulundurmak mecburiyetini hissetmişlerdir.
Ayrıca, kamu hizmetlerinin daha iyi temin edilebilmesini ortaya koyan gerçeklerde, kamu teşebbüslerinin kurulmasına ve yayılmasına yol açmıştır. Kamu teşebbüslerinin çok çeşitli oluşu ve devletlerin millileştirmeye gitmesine sebep teşkil eden, bazı sosyal problemlerin yanında, kalkınma, teknik gelişim ve ekonominin modernize edilmesi düşüncesi dokt-riner görüşlerden evvel gelmesine Önem kazandırmıştır.
