Makinenin icadından sonra isçi ile işveren arasındaki münasebetler barb Ur hal almaya başlamıştır. Bu sebeble işçi ile işveren arasındaki münasebetlere ait bazı temel görüşler, esas alınarak mevzuat çıkarma yoluna gidilmiştir.
Diğer taraftan zamanla işçi ile işveren arasında gergin durumlar ortaya çıkmıştır, Hatla grev hakkının tanınmasından sonra bu münasebetler siyasi iktidarı da tesiri altına alınıştır. Böylece siyasi iktidarlar işçi teşekkülleri ile devamlı bir diyalog içinde bulunmaya mecbur olmuşlardır. Geniş çaptaki grevler işverene ve topluma tesir ettiği kadar siyasî İktidara da tesir etmiş, kabine buhranlarının se-bebleriııdeu birini teşkil etmiştir. Yapılan parlamento seçimlerinde Eendikalar birinci derecede rol oynama istikametinde hareket etmişlerdir.
Artık zam tınımızda, işçi ve işveren münasebetleri üzerinde birinci derecede durulan meselelerin başında gelmektedir. Bu sebeple devletler bu münâsebetlerin üzerinde ehemmiyetle durarak çeşitli şekillerde tanzim etme zaruretini hissetmişlerdir.
