Abstract (2. Language):
Distance education is widespread in Turkey as it is in the world, consequently the higher education institutions
set up distance education centers to carry out distance learning activities. Especially in state universities either
official procedures of establishing such a center or infrastructure building process requires a rigorous and
exhausting work. The aim of this study is to examine many aspects of the establishment of a distance education
center like formal procedures, organization and personnel status and techniques, such as hardware and
software infrastructure. The studies on this topic and the researchers’ experience about establishment process
examined, as a result a guide those who want to build of distance education center have been revealed. This
aspect of the study, theoretical and practical terms is expected to respond to many questions.

Uzaktan eğitim dünyada olduğu gibi Türkiye’de de yaygınlaşmakta, buna bağlı olarak da yükseköğretim
kurumları, bünyelerinde uzaktan eğitim faaliyetlerini gerçekleştirmek üzere uzaktan eğitim merkezleri
kurmaktadırlar. Özellikle devlet üniversitelerinde bu tür bir merkez kurmanın hem resmi prosedürleri hem de
alt yapı oluşturma süreci titiz ve yorucu bir çalışma gerektirmektedir. Bu çalışmanın amacı bir uzaktan eğitim
merkezinin kuruluşunu, resmi prosedür, organizasyon ve personel durumu ile teknik, donanım ve yazılım
altyapıları gibi birçok açıdan incelemektir. Bu konuyla ilgili yapılan çalışmalar incelenmiş, araştırmacıların da
tecrübe ettiği kurulum süreci irdelenerek gelecekte uzaktan eğitim merkezi kurmak isteyenlere rehberlik
edecek bir çalışma ortaya konmuştur. Bu yönüyle çalışmanın, teorik ve pratik açıdan birçok soruya yanıt
vereceği düşünülmektedir.
