From Prince Cuza to Prince Karl: Russia and the Ottoman Empire In the Face of
Rumanian Crisis of 1866

One of the repetitive regional problems between the Ottoman Empire and Russia in the 19th century was the
future of Danubian Principalities. In the second half of the century, both Empires were closely observing the
steps taken by the Roumanians towards independence. Russia and the Sublime Porte took a common stance
against this question following the Treaty of Paris in 1856. Both states were opposing to the independence of the
Principalities on account of different reasons but in favour of their own interests. As long as the Principalities stepped for independence relying on the French support, she encountered opposition of her suzerain the Sublime
Porte and her contiguous Russia. One of the most crucial strategies on the way of independence was preventing
the implementation of the decision taken by the Roumanian liberal politicians that the appointment of a foreign
prince to the Principalities following the coup d’etat in the February of 1866 against Prince Couza who procured
the unification of the Principalities. Russia and the Sublime Porte resisted to the Roumanians, who took the French
support to their side, by asserting the idea that a fait accompli in the Principalities would infringe the international
law and violate the legality of the legitimate treaties. Even if the question was in the agenda of the conference in
Paris1866, no fruitful result in favour of the Sublime Porte was acquired. The Sublime Porte was attentive not
to present herself to the western allies, France and Britain, as if she was pursuing a common policy with Russia.
Meanwhile, the plebiscite held in the Danubian Principalities in April 1866 resulted in the decision of the unification
and the election of a foreign prince. Subsequently, Roumanian politicians elected the Karl of Hohenzollern as the
prince. Russia and the Sublime Porte protested that decision vehemently. However, the resistance of the Sublime
Porte against this election was too far to fulfill the expectations of Russian government. Indeed the Sublime Porte,
because of the moderate policy of Britain, did not manage to show a strong resistance against the decesive policy
of France supporting a foreign prince for Roumania. The Britain felt herself in a position to revise her policy
following the defeat of Austria, ally of Russia and the Ottomans, from the hands of Prussia in 1866. The crisis
ended with the approval of the election of Karl to the Roumanian throne by the Sublime Porte.

Osmanlı İmparatorluğu ile Rusya arasında XIX.yüzyılda süregelen bölgesel sorunlardan birisi Tuna Prensliklerinin
geleceği meselesiydi. Yüzyılın ikinci yarısında Romenlerin bağımsızlık yönünde attıkları adımları her iki devlet
de yakından takip etmekteydi. Paris Antlaşması’ndan sonra Rusya ve Bâbıâli, bu sorun karşısında ortak tavır
almışlardı. Âli Paşa ve Gorçakov, Romanya’nın bağımsızlaşmasına muhalif bir politika benimsediler. Bununla
birlikte her iki devlet de kendi çıkarları doğrultusunda ve farklı gerekçelerle bu bağımsızlığa karşı çıkmaktaydılar.
Fransa’nın desteğini alan Romanya, bağımsızlık yönünde adımlar attıkça süzereni Bâbıâli ve sınırdaşı Rusya’nın
muhalefetiyle karşılaştı. Bağımsızlık yolundaki en önemli stratejilerden birisi, prensliklerin birleşmesini sağlayan
Prens Kuza’ya karşı 1866 Şubatı’nda içeriden gelen darbe sonrasında ülke tahtına yabancı bir prens getirilmesi
yönünde Romen siyasetçilerin aldıkları kararların uygulanmasına engel olmaktı. Her iki devlet de bu konuda
özellikle Fransa’nın Romenlere olan desteği karşısında uluslararası hukuk kuralları ve antlaşmaların saygınlığını
öne sürerek direndi. 1866 Baharında Paris’te toplanan konferansta konu tartışıldı ancak bu konferansta Bâbıâli
lehine bir sonuç çıkmadı. Bâbıâli, izlediği politikada Batılı müttefiklerine Rusya ile birlikte hareket ediyormuş
gibi bir görüntü vermemeye dikkat ediyordu. Nisan 1866’da Prensliklerde gerçekleşen halkoylamasından birleşme
ve yabancı prens kararı çıktı; ardından Romen siyasetçiler, Hohenzollern hanedanından Karl’ı kendilerine prens
seçtiler. Rusya ve Bâbıâli bu kararı şiddetli bir şekilde protesto etti. Ancak Rusya, Bâbıâli’den bu konuda beklediği
direnci göremediğini düşünüyordu. Nitekim Bâbıâli, Yabancı Prensin getirilmesi konusunda Fransa’nın istikrarlı
siyaseti karşısında İngiltere’nin de yumuşama eğimi göstermesiyle müttefiklerine karşı dirençli bir politika
izleyememiştir. 1866 Yazında Romanya konusunda Osmanlı ve Rusya’nın yanından yer alan Avusturya’nın
Prusya karşısında aldığı yenilgi, İngiltere’nin bu konudaki kararını gözden geçirmesine yardımcı olmuştur. Bu
krizin sonunda Bâbıâli, Karl’ın Romanya prensliğine seçilmesini tanımak zorunda kalmıştır.
