Abstract (2. Language):
Lack of an active and sustainable borrowing policy in Turkish economy, scattered administrative structure and expenditure policies being populist and irrelevant to revenues brought a rapid increase in total public debt. This situation has caused uncertainties in economy and increase in borrowing costs, more specifically; it has caused shorter borrowing terms and higher interest rates.
In this study, the debt burden created by borrowing oriented public financing and the relationship of the debt with the domestic public borrowing instruments’ (DPBI) interest rates is being investigated for the years between 1990 and 2004 in Turkish economy. Besides, the relationship between total domestic public debt and DPBI interest rates is being tested through Granger Causality Test using the quarter data between the years 1990 and 2004.

Türkiye ekonomisinde etkin ve sürdürülebilir bir borçlanma politikasının olmayışı, dağınık idari yapı, popülist ve gelirlerden kopuk harcama politikaları, borç stokunun hızla artması sonucunu beraberinde getirmiştir. Bu durum, ekonomide belirsizliklerin ve borçlanma maliyetlerinin artmasına daha açık bir ifade ile borçlanma vadelerinin kısalmasına ve yüksek reel faizlere neden olmuştur.
Bu çalışmada, Türkiye ekonomisinde 1990-2004 yılları arasındaki, devlet borçlanmasına dayanan kamu finansman biçiminin yarattığı borç yükü ve bu borçların devlet iç borçlanma senetleri (DİBS) faiz oranları ile ilişkisi araştırılmaktadır. Ayrıca 1990-2004 yılları arasındaki üç aylık veriler kullanılarak devlet iç borçları ve DİBS faiz oranları arasındaki ilişki Granger Nedensellik Testi ile test edilmektedir.
