Abstract (2. Language):
The main ideal of the first period of the Republic of Turkey, Westernisation, solid foundations of Western restore my independence in the community of nations, and in every area of society, and cut ties with the past crippling, was to obtain dynamic breaking down taboos.

Cumhuriyetin ilk döneminde Türkiye'nin başlıca ülküsü, Batılılaşmak, Batılı uluslar topluluğu içinde bağımsızlığım sağlam temellere kavuşturmak, ve toplum olarak her alanda, geçmişin köstekleyici bağlarını koparıp, tabularını yıkarak dinamizm kazanmaktı.
Bu yönde ilerleyebilmek için iktisadî kalkınmamızı hızlandırmanın Önemi kısa"zamanda belirgin hâle geldi. Bu hızı sağlama isteğidir ki, özel sermaye birikmesinden ve özel teşebbüs tecrübe ve ruhunun yetersizliği kargısında, devletçiliğin gelişmesine yol açtı. Gene bu hızı sağlama isteğidir ki, Cumhuriyetin pek erken çağında, Batı dünyasının bile henüz plân fikrini benimsemediği yıllarda, Türkiye'de ilk plânlama denemeleri yapıldı.
Devletçilikten daha önce, Kurtuluş Savaşı yıllarında benimsenen halkçılık ilkesi ise, iktisadî kalkınma çabalarının sosyal adaleti de sağlayıcı bir yönde yürütülmesini gözetiyordu.
İktisadî hayatı ve çalışma hayatım bu yönde düzenleyici kanunlar ve tedbirler daha Kurtuluş Savaşı yıllarında ele alınmağa başlamıştı.
