Bilindiği üzere, 1960 yılından beri memleketimizden yabancı ülkelere ve bu arada bilhassa Almanya'ya işçi akımı, sürati her yıl daha da artan bir tempo ile devam etmiş ve halen yurt dışında çalışanların sayısı; resmî yoldan, gidenlerin dışındakiler de dahil olmak üzere, hemen hemen 180 bine yaklaşmış bulunmaktadır. Önümüzdeki yıllarda sayıları daha da artacağı şüphesiz olan yabancı ülkelerde çalışan işçilerimizin sosyal güvenliği ile ilgili meseleler, kendileri kadar, memleketimizi de, çeşitli yönleriyle, çok yakından ilgilendiren yepyeni ve hayatî bir konu teşkil etmektedir.
Sosyal Güvenlik deyimi içinde bütün sosyal sigorta kolları toplanmaktadır. Çalışanı bugün ve yarın endişesinden uzak tutan, sosyal güvenliğini sağlayan sosyal sigorta kolları içinde en önemlileri, sosyal topluluğu teşkil eden fertlerin hastalık riskine karşı sigorta edilmeleri halini kapsayan hastalık sigortası, yine bu sigorta kolu gibi sosyal risk esasına istinad eden analık sigortası, meslekî risk esasına dayanan işkazaları ile meslek hastalıkları sigortaları ve yaşlılık, maluliyet, ölüm sigortaları ile işsizlik sigortasıdır.
Bu sigorta kollarından işsizlik sigortası müstesna, diğerleri memleketimizde uygulanmaktadır. İşsizlik Sigortasının ihdası için de, İş ve İşçi Bulma Kurumu tarafından, bir süreden beri, gereken çalışmalar yapılmakta, memleketimiz gerçeklerine cevap verebilecek bir işsizlik sigortası tasarısı hazırlanmasına gayret edilmektedir
