Emek - sermaye ilişkilerini işletme içinde ahenkli hale getirebilmek amacıyla asrımızın başından beri yapılan teşebbüs'eri ve bu konuda elde edilen sonuçlan Fransa açısından incelemeden önce önemli birkaç noktaya değinmek gerekmektedir.
Gerçekten Fransa'ya has bazı şartlar dikkate alınmadan bugün varılan sonuçlan bir değerlendirmeye tâbi tutmak mümkün değildir. Nitekim, bu hususta bazı tecrübelere sahip olan ülkeler arasında dahi önemli sistem farklarının bulunuşu bizlere o ülkelerin içinde bulundukları tarihî, siyasî, sosyal, ekonomik şartların işçi - işveren işbirliği üzerinde fevkalâde etkili olduğunu göstermektedir. <
