Abstract (2. Language):
in parallel to the politicat and economical developments in the Otıoman Empire in the
opening of the twentieth century, the public security had become a serious problem. İt had come to
lighl that the immigralions from the Balkans. The Caucasus and the otlıer parts of the empire Mhich
had been lost, had mainly given a rise to the population and that this rise in the population had
caused a considerable increase in the rate of crimes. However. the fact that the insuffıcient number
of prisons caused congestion and those preseni did not have healtfry conditions, had created a very
important problem in the prisons of The Otlaman Empire as weli as the prisons in the provinee of
Aydın and Us surroımding. İn vontext offınding a solution to these problems, the slate had taken
important steps despite the difficult conditions. First of ali. the state had tried to make the
conditions healthy in the prisons those preseni , to repa'tr the ones those needed ami to reni new
buildings when needed

XX yüzyılın başlarında Osmanlı imparatorluğunda siyasi ve ekonomik gelişmelere
paralel olarak, asayiş ciddi bir sorun haline gelmiştir. Balkanlardan, Kafkaslardan ve
imparatorluğun elden çıkan diğer bölgelerinden Anadolu 'ya yapılan göçlerin nüfusu büyük ölçüde
arttırdığı ve bu nüfus artışının suç oranında ciddi bir yükseliş doğurduğu görülmüştür. Buna karşın
hapishane sayısının yeterli olmayışının izdihama neden olması, mevcut olanların da sıhhi koşullara
uygun olmaması Aydın vilayeti ve mülhakatındaki hapishanelerde olduğu gibi tüm İmparatorlukta
önemli bir sorun olmuştur. Bu sorunların çözümü bağlamında zor koşullara rağmen devlet
hapishaneler konusunda önemli adımlar atmıştır. Öncelikle mevcut binaların sıhhi koşullara uygun
hale getirilmesi, ihtiyaç duyulan hapishanelerin tamiri ve gerektiğinde yeni binaların kiralanması
yoluna gidilmiştir. Bu çalışmadaki asıl amacımız, Aydın vilayeti ve mülhakatındaki hapishanelerin içinde
bulunduğu genel durumu ortaya koymaktır.
