Abstract (2. Language):
The increase in the capabilities and opportunities in the mass media is effecting on social components, and specifically on democratic systems. Traditional mass media (newspapers, radio, TV) has been breeding and encouraging the democracies which are highly representative and propaganda contained in them. That state caused by traditional media is preventing the "participative" and "deliberative" democratic opportunities.
However, Internet is appearing as a new mass media which is highly interactive and capable, and which can change the way of communication and democratic systems. The communicative nature of internet also allows "participative" and "deliberative" democratic expansions. With its applications, Internet is appearing to be a candidate to change the social and democratic courses. Internet opportunities with "e-govemment" application allows changes in the relationship between governments and their citizens. In addition to these innovations, internet also allows many "e" activities such as "e-economy" (electronic-economy), "e-education" (electronic-education), "e-election" (electronic-election), "e-library" (electronic-library) and so on.
