This study, which focuses on the role of the government revenue-expenditure nexus on the dynamics of the budget balance in Turkey, aims at testing the validity of the theorems known as spend-and-tax and tax-and-spend hypotheses in the relevant literature. Statistical tests used in the study are carried out by alternative econometric estimation methods with time series covering the 1987:1-2003:4 periods. Findings based on the tests indicate that it is the public revenues which adjust to deviations from the revenue-expenditure balance of the public sector in Turkey. In other words, empirical findings of this study indicate evidence supporting the validity of the spend-and-tax hypothesis in Turkey.

Türkiye’de kamu gelirleri ve harcamaları arasındaki iliskinin bütçe dengesi dinamikleri üzerindeki rolüne odaklanan bu çalısma, ilgili literatürde harcama-vergi ve vergi-harcama hipotezleri olarak bilinen kuramların geçerliliğini sınamayı amaçlamaktadır. Çalısmada yer verilen istatistiksel sınamalar 1987:1-2003:4 dönemini kapsayan zaman serileri ile alternatif ekonometrik tahmin yöntemleri kullanılarak gerçeklestirilmektedir. Sınamalar sonucunda elde edilen bulgular, Türkiye’de kamu kesiminin gelir-gider dengesinde meydana gelen sapmalara kamu gelirlerinde kaydedilen değisimlerle uyum sağlandığı yönündedir. Bir baska deyisle, bu çalısmanın ampirik bulguları Türkiye’de harcama-vergi hipotezinin geçerliliğini destekler bir nitelik göstermektedir.
