Abstract (2. Language):
Italian labor market recently has been facing significant changes. The Berlusconi Government, since 2001, has been struggling with theflexibilization of the labor marker and its institutions and trying to achieve the objectives of the European Employment Strategy. However the Biagi Law was passed in February 2003 and became a statutory regulation with the law 276/2003 after amendments introduced through the Pact for Italy.
The aim of this article is to explain the new forms of flexible employment contracts introduced through the Biagi Reform. (2003) in the Italian labor market. Firstly it examines the process of the flexibilization in labor markets and its institutions . It also presents the major characteristics of the Italian labor market such as high regional differences between north and south, high rates of both young and long term unemployment, etc. Secondly it discusses the new forms of
employment contracts both in dependent and independent labor relationships such as, temporary agency work for a definite period or an indefinite period so-called staff leasing, contract of placement, work on call, job sharing, work on command, work on project, occasional and additional work. Finally it explains the situation of the flexible work in Turkey and it suggests some concluding remarks.

İtalyan Emek Piyasası son yıllarda önemli değişimlere sahne olmaktadır. Özellikle 2001 yılından itibaren Berlusconi Hükümeti yoğun bir şekilde emek piyasasının ve kurulularının esnekleştirilmesİ ve Avrupa İstihdam Stratejisinde yer alan hedeflere, ulaşma yönünde yoğun çabalar harcamaktadır. Bu çalışmanın amacı kalyan emek piyasasındaki Biagi Reformunda yer alan yeni esnek istihdam türlerini incelemektir. Öncelikle İtalyan emek piyasasının ve kurumlarının esnekleştirilmesi sürecini açıklamakta ve emek piyasasının temel özellikleri (bölgesel farklılıklar, yüksek genç ve uzun süreli işsizlik oranları gibi) İncelenmekledir. İkinci olarak hem bağımlı hem de bağımsız çalışma ilişkilerinde öngörülen, belirli ve belirsiz süreli işçi sağlama sözleşmeleri, işe yerleştirme sözleşmeleri, çağrı üzerine çalışma, iş paylaşımı, proje bazlı çalışma, fırsat çıktıkça çalışma ve ikinci işte çalışma sözleşmeleri gibi yeni iş sözleşmesi türleri açıklanmaktadır. Son olarak Türkiye'de esnek istihdamın durumu incelenmekte ve bazı önerilere yer verilmektedir.
